School board considers payment options for Energy Conservation Program; learns about pre-school program

The Barnesville Exempted Village School District Board of Education tabled the implementation of a state-initiated Energy Conservation Program, to discuss how the district will pay for the $900,000 project. Superintendent Randy Lucas said the district can borrow the money with a 15-year, interest-free loan or pay for the project as "they go." He said the board will go ahead with the project that is expected to save the district at least 30 percent in energy costs.

The board has been discussing the project since the beginning of this year. Ron Thomas and Ray Robinson of H.E.A.T. Total Facility Solutions of Worthington, Ohio attended the February 19 board meeting and the previous meeting, asking members to pass a resolution to approve the project so that plans could be submitted to the state. At the Feb. 19 meeting, District Treasurer Matt King provided board members with information detailing the district's building by building gas and electric consumption and comparing cost and usage.

Also at the June 25 meeting, Barnesville Preschool teachers Angela Fisher and Heidi Fisher gave board members an update on the first year of the program. Enrollment for the program has increased from 40 last year to 51 for the upcoming school year with eight children on the waiting list.

Their presentation included pictures of the many field trips the students enjoyed, the curriculum and a report on an Early Learning in Education Conference the teachers attended in Columbus. Among the many things they learned at the conference was that boys lose 70 percent of instruction unless it is connected to movement. Angela said there were 15 boys in the pre-school program last year.

With the help of high school principal Jeff Crosier and board member Robert Miller, Heidi demonstrated an activity designed to improve fine motor skills and teach conceptual understanding, communication, numbers, physical science, sensory perception and social skills.

"I would like to see us spend the money up front (with the pre-school program)," Miller said.

The board approved the following:

* Kim Lewis to a second grade position for the 2009-2010 school year.

* A High School Social Studies trip to Washington, D.C. on Sept. 14 and 15, 2009.

* A Memorandum of Understanding between the board and the Barnesville Education Association

* Lori Watson as majorette advisor.

* Volunteers including: Karen Clouse and Karie Hunkler, assistant volleyball coaches; Nikki McEndree, Sandra Jean Daniels and Julie Plumly, assistant girls' basketball coaches; Mary Kay Allison, auxiliary advisor; Chris Hannahs and Curt Hallstrom, assistant football coaches and Kelly Blecher, band assistant.

* Julie Feldner as Elementary Summer Academies instructor for the summer of 2009.

* Membership in the Coalition of Rural Appalachian Schools for the 2009-2010 school year.

* Membership in The Ohio Coalition for Equity and Adequacy of School Funding for the school year.

The board approved the following donations:

* Barnesville Education Foundation, $100 to the Culinary Arts program and $994 to second grade teacher Mrs. Fiutem and landscaping of the middle school by Fruits of Life.

The board approved the following purchase orders:

* $23,724 for asbestos abatement services to be performed by Lepi Enterprises and $20,500 for disposal/demolition/excavating services to be performed by Clark and Sons, both for the razing of a residence across from the elementary school.

* A Then and Now Certificate to increase purchase order to American Electric Power from $183,400 to $198,500 for fiscal year 2009.

* $15,431.04 for educational services rendered by the Sargus Juvenile Center for the period of March 1 to May 26, 2009.

* $10,470 for 15 Dell computers for the Barnesville Independent School (to be paid with Auxiliary Service Funds by the state.)

* $11,363 for elementary school lockers to be purchased in fiscal year 2010 from Hume Sales Co.

* $31,990.20 for 60 desktop computers to be purchased in fiscal year 2010 from Dell (with Textbook and Instructional Supply Set-a-side Funds.)

The board approved a resolution establishing school-wide pooling for all eligible Title I school-wide buildings effective July 1.

Lucas distributed the 2008-09 Hazing/Bullying Report required twice a year. The number of bullying incidents from Jan. 1 to June 30 totaled eight -- seven at the middle school and one at the high school.

A special board meeting was held Tuesday, June 30 for the fiscal year close-out.

The July board meeting is set for Thursday, July 9, 7 p.m. in the middle school cafetorium.
