BELMONT COUNTY --Weather permitting, the Commons Mall Crossing project at St. Clairsville will be switching to Phase 2 of construction on Friday, June 30.
Work began in March on the $10.3 million project to construct a new connector roadway west of Mall Road, reconstruct a portion of the existing Mall Ring Road, and construct a new bridge over Interstate 70 to the Commons Mall Crossing Road which connects to U.S. Route 40.
Phase 1 included reconstruction of Mall Ring Road on the left side of the Ohio Valley Mall. Phase 2 will include reconstruction of the roadway at the back of the mall.
ODOT's contractor, Shelly & Sands Inc., from Columbus, Ohio, expects to finish Phase 1 paving, guardrail, and maintenance of traffic items next week.
In Phase 2, motorists will have access to the mall's back parking lot and County Road 29 by taking Mall Ring Road toward Buffalo Wild Wings and Residence Inn. However, the Rural King Plaza will only have one driveway to enter and exit the business.
All businesses will have access from Mall Ring Road. All of Mall Ring Road is still scheduled to be open and completed before the holiday shopping season.
The completion date for this entire job intended to relieve congestion and improve safety at the Mall Road intersections as well as increase economic development opportunities in the area is set for October 31, 2018.
