At its monthly meeting on Thursday, June 15, the Barnesville Exempted Village Board of Eduction learned of recent accolades that the district has received. For the second year in a row, the preschool program earned the Step Up to Quality, Preschool 5-Star Award.

Superintendent Angela Hannahs said it was the highest rating that could be received.

"I want to thank Principal Clint Abbott and the elementary preschool teachers for all of their efforts in obtaining that rating," she said.

"We have one of the finest preschools in the area," Board President Robert Miller said. "Good job."

The board also received a letter from American Electric Power commending Jean Gallagher and Matt Hissom. Hannahs said that both had applied for and received curriculum material on energy efficiency that they used in their classrooms this school year.

Under administrator reports, maintenance director John Blattler reported on items discussed at a recent buildings and grounds committee meeting. He said he obtained quotes to replace two boilers in the district. He said one will be replaced this year and the other the next year. Other quotes he was obtaining were for the following projects: replacement of the back doors at the high school; new windows at the elementary school; and new tables and a new dishwasher in the middle school cafetorium.

Blattler said architectural drawings will soon be completed for a new bus garage and then bidding for the project will begin. He said he, Hannahs and the architect had downsized the project to bring down the cost. Blattler said the buses had passed inspection and will be ready for the 2017/2018 school year.

Summer cleaning had begun at all the buildings. "The guys have been working hard trying to get everything out of all the rooms. We have started to wax the floors and clean up," Blattler said.

Principal Abbott reported that Kindergarten graduation went well and thanked the board for approving a new public announcement system at the elementary school. He said he has been working on scheduling and making sure everything for ready for the upcoming school year. Abbott said the school will be using a new phonics program called Fundations which he said was very impressive and resulted in great improvement in students who used it. He encouraged the board to come and watch the kids using it. It will be used in kindergarten and in the Title I program, and will be piloted in first through third grade.

Abbott also reported that all of the third grade students met the reading guarantee requirements. He said it was the first year that all of the students met the standard before the end of the school year. Abbott has contacted some of the families of students who were at risk of not passing the requirement to let them now they had passed.

"We had quite a few very, very happy families. You could hear them cheering in the background. Our teachers did a great job," he said.

Middle School Principal Julie Erwin also reported that the school's year-end assemblies went well and the Cutting Class for a Cure fundraiser was successful. She thanked all those who supported that event.

She said PBIS is set up and ready to go for the beginning of the school year. Scheduling had been completed that day. Erwin said custodians had been readying the upstairs classrooms. She said supply lists and summer packets for reading and math were sent home with all students at the end of the 2016-2017 school year. Those packets will be due by the end of the first week of school.

Summer school will be held July 17--August 4 at the elementary school and focus on reading and math. At the middle school it will take place from July 24-August 11 and focus on reading, math and STEM. Both programs will be held on those days from 8-11 a.m.

High School Principal Micah Fuchs also reported that scheduling was complete. He said that was the earliest it had ever been done since he became principal and credited guidance counselor Natasha Shilling for helping him.

Fuchs said several students were enrolled in CCP classes for the upcoming school year and several were using the University of Akron.

He said students were re-taking the Ohio Graduation Test that week. On July 17-18, students in the Class of 2018 who have not reached their 18-point threshold or any of the other pathways to graduation have the opportunity to be tutored and try to achieve higher scores. He said the last batch of scores would be received by the end of June so that parents of students who still need to obtain those goals can be contacted. Fuchs said during the last week of school in May he had met with all the parents, who were willing to come in, of those students who had not met those thresholds. He said those meetings went well and noted that there may be changes at the state level affecting students who are "right there on the cusp" of meeting graduation requirements.

Athletic Director and Food Services Director Mark Cook reported that free sports physical exams had been completed that day. He said 92 boys and 101 girls in grades 7-12 received the exams. Cook thanked Barnesville Family Health Center staff for conducting the exams and providing them free for students.

He updated the board on the paving of the track and said that bad weather in the west had delayed the crews which were expected the next day or the following week to begin the project.

Cook said the district was working with Barnesville Hospital to provide drug testing and concussion testing. He said he and Superintendent Hannahs had met with hospital staff the previous week. Cook said the district had a three year grant to provide the concussion testing, but it had expired, so the district would be paying for the testing this year for athletes.

Cook provided the board with a handout from a meeting he attended the previous day regarding improvements to the field house at the football stadium. He said the meeting went well and it " looked as though everything would be moving forward".

On the food service side, Cook reported that a six-burner stove was installed in the high school cafeteria in time for the annual the alumni banquet on July 8 and a new serving line would also be installed in time for the event. He said another cook was needed for the banquet. "We have a lot going on, event though it is summer," he said.

After the administrator's reports were concluded, Miller asked that prior to asking the board to approve handbooks in August, the principals take the time to consider the policies and whether or not they plan to enforce them. "Make sure that what you want in there, you are willing to enforce, whether it be the dress code or the social media code or whatever. If you don't want to enforce it, don't put it in there. You know, now is the time to plan for that ... It makes life easier for us when people question the reason for the policies. Sometimes it's better not to have them if you are not going to enforce them," he said.

The board went into executive session for to consider employment, discipline, preparing for, conducting or reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment, and matters required to be kept confidential by federal law or regulations or state statutes.

The board approved a three-year employment contract for treasure Matt King.

By a vote of three to two, with Sam Lucas and Denny Huntsman voting no, the board accepted the Barnesville Education Association settlement agreement.

The board approved a one-year contract for a shared services agreement for a treasurer between the district and the ECOESC.

The board approved the following purchase orders: #51769 in the amount of $27,404.56 paid to the order of ECOESC for FY2017 Technology Services and a corresponding "Then and Now" Certificate; #51770 in the amount of $57, 578.72 paid to the order of ECOESC for FY2017 Special Education Coordinator Services and a corresponding "Then and Now" Certificate; super blanket purchase order #51789 in the amount of $268,500 for FY2018 electric provided by AEP; super blanket purchase order #51790 in the amount of $62,000.00 for FY2018 natural gas provided by IGS; super blanket purchase order #51791 in the amount of $26,197.50 for FY2018 HVAC maintenance provided by Johnson Boiler Works; super blanket purchase order #51792 in the amount of $25,000.00 for FY2018 Speech Therapy Services via Barnesville Hospital.

The board approved a contract between the school district and Southeast Ohio Rehabilitation Services, LLC for FY2018.

The board adopted Resolution #17-15, Service Contract between the district and ECOESC and a contract for services between the district and Valley Behavioral Health, both for 2017-2018 school year.

The board approved a lease agreement between the district and the Community Action Commission of Belmont County Head Start program for the 2017-2018 school year.

The board also accepted a bid from Nickles Bakery to provide bread to the school cafeterias and a bid from Broughton Foods to provide milk to the school cafeterias, both for the 2017-2018 school year.

The board issued a certified, limited five-year contract for the 2017-2018 school year to Matt Hissom and issued a certified, limited one-year probationary contract effective beginning with the 2017-2018 school to Alex Davidson as high school vo-ag teacher.

The board approved granting extended service contracts to the following staff members for the 2017-2018 school year: Tom Porter, 20, days extended service- elementary/middle school guidance; Natasha Shilling, 10 days extended service- high school guidance; Alex Davidson, 45 days extended service- vo-ag.

The board issued the following (first) one-year classified probationary contracts effective July 1,2017, pending all required paperwork is completed and on file: Deron Shilling, eight-hour afternoon shift custodian (currently assigned to the elementary school); David Groves, 3.75 hour afternoon shift custodian (currently assigned to the middle school).

The board accepted the resignation of Victoria Wootton as middle school intervention specialist effective at the end of the 2016-2017 school year, and awarded the position to Karmen Tomlin, effective beginning with the 2017-2018 school year.

The board approved Lori Miller and Sarah Truex as elementary summer school instructors (the number of instructors hired will be contingent upon enrollment), and Heidi Fisher as summer school extended school year instructor, both for the summer of 2017 paid at the rate of $25 per hour pending all required paperwork is completed and on file.

The board issued the following one-year limited supplemental contracts for the 2017-2018 school year: D.J Butler, head baseball coach; Dylan Rogers, head boys' track coach; Melissa Dodd, assistant girls' track coach; Leslie Skinner, head softball coach; Colin Carneal, freshman class advisor;; Brianna Warner, instrumental music director and high school and middle school vocal music director;; Heather Eberhart, Future Educators of America Advisor and Interact (Rotary) Advisor; Corey Powell, Key Club Advisor; Nate Kearns, National Honor Society; Melissa McMillen, Elementary Computer Coordinator; Beth Seneff, Middle School Computer Coordinator; Matt Hissom, High School Computer Coordinator, Denise Leach, Spelling Bee Coordinator; Lisa Gallagher, Title I Coordinator; Holly Young, assistant instrumental music director; Jason Perkins and Jeff Miller, assistant boys' basketball coaches.

The board approved the following volunteers for the 2017-2018 school year pending all required paperwork is completed and on file: Kelsey Leach and Taylor Farrabee, volunteer assistant cheer coaches; Jennifer Castello, volunteer assistant volleyball coach; Mary Kay Allison, volunteer band auxiliary advisor.

The board adopted Resolution #17-16 authorizing 2017-2018 Membership in the Ohio High School Athletic Association.
