A thought to consider. A six year old kindergartener's lunch account reached a $0.00 balance. He is sent through the line, is given his lunch, then when he reaches the cashier he is told he cannot have the lunch. The cafeteria workers take the food from him and offer a PB&J sandwich (that he does not like) and nothing else. The child is left standing crying and confused. The parents are not notified, and the child goes hungry. All because the district can't afford to offer a lunch and collect the money later? What lesson does that teach the six year old child? How it feels to go hungry? That it's okay to give someone something then take it back? That adults are bullies and are not there to help?
A school district's primary responsibility is to the children. There purpose is to educate and serve the students and the community. A good district will operate as the hub of the community with open doors and open communication, putting the children first at all costs.
I'll bet the Superintendent didn't go hungry that day, he probably took his $95,000 and bought a nice lunch.
